I would measure the AC RMS voltage across the secondary. Keep in mind
that, as is already said, that output is unregulated, and its magnitude
depends on the actual mains voltage in your location, as well on the
configuration in the primary. Further, it is possible that the schematics
are labeled with 7V considering worst case low mains voltage fluctuations
.
So, can you check the following?:
Actual mains voltage in your location.
Nominal mains voltage in your location.
AC RMS voltage across the secondaries.
Configuration in the primary.
Frequency and amplitude of the ripple.
And finally, it would be interesting if you can determine where is going
the 7V line.
Besides this issue, is there anything malfunctioning in the MKS70?
