Without seeing how the 'scope is set up (AC/DC coupling, volts per 
division) it's difficult to interpret.  It looks like it's showing 
around 1V of ripple, if I've read the LCD correctly.  It's worth 
checking the rectifier for that rail, as one of the diodes may have 
failed.  That's far more common than a faulty capacitor.

If it's a "rough" unregulated rail and intended to feed a regulator 
somewhere else on the board, it may well be just fine.
