[sdiy] MKS70 power supply issue

I got my MKS70 working again, but the power supply is putting out +10V
where it should be putting out +7V (according to the schematic
anyway). It is however correctly supplying +5V, +15V and -15V as it
should.
I'm not too sure where to begin because the schematic only shows what
the board's output voltages are, and has no voltages marked around any
of the components, so I don't know what to be looking for and where.
FYI, C11, C1 and C9 are new, so are likely not the culprit.
Any advice appreciated.
