[sdiy] testing SAJ110 dividers..something I'm missing?

Seems I've been here before.  I get signal out only if the supply is 
right at 5V +- .04V or something.  They normally operate at 8V?  I got a 
new batch in and was trying to test them.  Do I need something besides 
signal in and voltage  on these to test them?
