I used to do that kind of measurement in a research setting.  The main 
problem always seemed to be is there has to be some kind of model in the 
instrument to relate the measured Z to the component parameters.  One of my 
friends taught me to use decade boxes to compare with to make sure the 
instrument was reading correctly.
