There are basically 2 things to do to "get around" the issue:

a) always use 50V caps in your +-12V/+-15V designs. The capacitance will drop 15-20% which is probably OK

b) use 25V caps but us 2X the desired value (buy 0.22uf bypass caps instead of 0.1uf)

This is commonly done in cell phones/laptops where the DC bias is 1.25V to 3.3V but the caps are all 6.3V rated (because they are thinner). When I was at RIM designing power stuff, we used 3X the value or tried to squeak in a 10V part at 2x or go 30-50% over (like if needed 1000pf use 1500pf).
