Not wanting to hijack Dan's thread but I was going to ask about this as well. I've been looking at Ray Wilson's schem:

...but I thought there was a conversation here a long while back about some people (one person?) finding this 'hung' on start up - from memory it was something to do with where the AC cycle was when it was plugged in? I think the result was that both rails went positive?

Am I remembering that or imagining it? If it is potentially a problem is it 'likely' or is it on the same list as getting hit by a bus or being abducted by aliens (that's a pretty low priority for me BTW)?

FYI - my purposes for this are to be able to put a prototype in a box and send it to someone along with a wall wart so they can just plug it in and play with it.
