It's an EML SynKey... very rare but actually fairly pointless instrument if it works the way I think it does... I'm guessing a keyboard-controlled VCO drives a TOS divider chip, and you get to select which of the resultant notes are summed together, resulting in a parallel transposing monophonic chord. That's ok for 90s rave "chord memory" stuff, but not much else.
