Looking at that picture tells you that they don't. The potentiometers are in
fact not mounted on the PCB, but "floating" on some spacer and if you look
closely you'll see that the phenolic of potentiometers is actually quite
strained since they were apparently soldered in before being fastened to the
panel. If you want this to work, you should be mounting all switches and
potentiometers to a scaffold, then fitting the pins through the PCB, fixing
the PCB to the scaffold too and then solder all through-hole components.
