As Veronica says, a 556 dual timer. Your requirement is for a standard pulse generator i.e. two timing functions: a delay timer that triggers a pulse width timer.
The 556 is falling edge triggered so you may need a logic inversion first. The input falling edge triggers the first timer which produces a positive pulse. When that times out its falling edge triggers the second timer which produces the pulse you require.
