I've installed a specular luminaire with a single T8/58W fluorescent tube 
with an electronic ballast directly over the work desk.  It took a bit of 
searching catalogs and finding a source, but it was well worth the effort 
and not much pricier than a "normal" light fixture would have been.

Daylight (or "bright white") might be a better choice for the for the work 
area, but warm-white mixes better with the other lights in my room.  A tri-
phosphor tube would give even better color rendering, but I guess by the 
time the tube needs to be replaced I should be able to drop in an LED strip.  
Depending on where the light fixture gets installed and how much area needs 
to be lit, you might need a different configuration.  They are usually 
optimized for specific ceiling heights or distance from the desk surface, so 
you need to check the datasheets (yes, they should have one).

These are all 2x58W for whatever reason I can't find any single tube 
fixtures on UK sites... :-)
