Well, I simply asked Gene and got this reply:
Yes, that's my design, I based it on whatever chips I happened to have
in my parts drawer at the time. I doubled up the attack analog switches
since I had a spare and I wanted to reduce the ON resistance as much as
possible for the fastest attack. In retrospect I should have used a 555
timer as the A/D flip flop but oh well.
