Yes, this problem was actually very easy to solve, but only because of the
specifics of the oscillator core in my case.  I'm still very much interested
in this problem generally, since the requirement to terminate 2164 to
virtual ground can be a nuisance in many applications.

Can you suggest a specific IC so I can have a look at the datasheet?
