The data sheets of open collector nand gates has me confused. In the 
description it says:
"Open-collector devices are often used to generate higher VOH levels."
But in the recommended operating conditions section it says 4.5V for 
VOH. It is a similar case for all logic families.

Can the open collector output actually go to a higher voltage?
