I think it IS a jumper - I have had ones that looked similar (cream with one 
black band) - but when a power supply fails, the obviously cooked components 
aren't usually the ones that caused the problem in the first place.

Another possibility is that it is a (or was!) a low value inductance.
I've seen ones that looked like your mystery component.

Incidentally, if you are trying to fix a power supply, wear goggles -  PSU 
components often explode when unhappy.
