I haven't done much of this sort of thing but a good mechanical connection with the front panel is the key. Torque the nut done hard.
If there's paint on the back of the panel it needs to be scraped off. I've built two PAiA Quadrafuzzes. The first had a bare back and worked fine. The second was painted on the back and it was hum city until I took all the jacks off and scraped the paint away around the holes.
The *ultimate* way to mount jacks on a panel is to isolate them from the panel and run a ground wire from each one back to a single spot on the PC Board, plus a wire to the panel itself. I recall Harry talking about using some sort of nylon sleeve that slips over the barrel.
