That's a good question.  I'm nearly certain that mathematically the
outputs will always repeat.  The big question is are there enough bits
in an off-the-shelf PROM to make it feasible and cost effective.  My
hunch is I doubt that there are.  Some type of programmable logic device
(FPGA, etc) would be way more cost effective.
