It also looks like you might use a single fuse clip
intended for a 3AG fuse (1/4" diameter). Keystone makes these
with a 'rivet' mount. I think they would fit most TO-92 pairs

I think I found a solution...
A small adjusted size heat shrink tube
surrounding both TO-92 would do...
