Hi!
The ipad panel works with up to 10 touches!
You can test it with applications like "wind tunnel" or "heat pad lite".
And at least one piano works already with velocity: "Virtuoso"!

Yes, capacitive. A number of cap touch vendors have multi-touch solutions.
One can do multi-touch with resistive sensing too but is harder. Typically, you have to divide the pad into an array but one can sense two of three touches with a regular touch sensor.
iPhone and iPad are multi touch and I think it is up to five touches.
