Mylar caps can go bad, but not often - usually only if they've been badly stored in damp places.  I don't recommend shotgun replacing caps in *any* piece of equipment, since it's so rarely the real problem.

Start at the beginning and work through the circuit methodically.  *Why* is the tempo too fast?  What sets the speed?
