[sdiy] FPGA Bell Synth with SDRAM Delay - OOPS

Two things I corrected:

1) The sample rate in the previous version was 32.5 kHz, not 65 kHz.
2) The previous version did not contain the patch editor code.

Both are corrected in the source zip below:
