I don't know the answers to the previous two questions, but I can have a pop at this one;
because in many cases the IC-based OTAs and VCAs aren't available any more, but the discrete components that make them up still are!
That would be my only motivation for building a 'discrete' version. If I want a SSM2040 filter, it's the only way I'll get it. Otherwise I agree - I don't see any reason why discrete circuitry should sound better. In many cases the improved matching that you get by having everything on one die should mean the reverse is true.
