[sdiy] Spartan-3E Starter Kit DDR SDRAM Success

I have a 2-op x 4 per voice (16 voice) FM bell synth running on a
Spartan-3E Starter Kit board with the DDR SDRAM functioning as a 16+ second
looped delay effect.

Samples will come soon, I _just_ got it working.
