[sdiy] PIC freakout?

Fuses, config or floating inputs would be the first thing to check.
Make sure the fuses are all in the state you expect.
Make sure all config bits are accounted for.
Make sure you have no floating inputs. Set all unused IO pins to outputs or tie them.
