Since it is plastic, even cabinetmakers can do it easily, if they want to.

But if you are reduced to doing it yourself.. just make a jig, maybe a 
folded piece of tin with holes in the right place.
Any workplace with more than one or two staff, will probably charge huge 
setup fees.
