I have to disagree, in certain circumstances.
Whenever I see a '70s date code on a 4000-series CMOS device in a faulty
unit, I replace it first as a matter of course.
That has fixed a number of problems, probably in less time than it would
have take to identify what the problem actually was.
Pro-active re-capping of 30 year-old electrolytics is also more fun than
breathing in electrolyte fumes.
