I have built one or two...

Sounds like the divide by two circuit isn't working properly. Because 
using the sub-oct makes a big difference.

If you have a scope check out the waveforms on either side of the 
waveform switch. One should be a sawtooth and the other a triangle. If 
it's not a triangle then the sub-osc divider is not working.
