Depends on how concerned you are about dumping switching noise onto the
power rail if you have a regular refresh cycle.
I find the problem with pull-up resistors is the asymmetric current draw
depending on state - takes a lot of de-coupling.
A 4504 will give you 6 channels of level conversion, with switchable TTL or
CMOS input threshold.
One of those shouldn't cost any more than 6 transistors + 12 input and
pull-up resistors anyway.
