No. This is a TZ FM VCO.
We've just shown that an SR flipflop doesn't work. With TZ FM, the signal
can hit the top rail (S) then on the way down turn around and hit the top
rail again. But the second hit won't do anything, because the flipflop is
already set. IOW it never gets reset if the input modulating signal has a
sign reversal. This is exactly what Harry saw in his simulations. The
signal can easily go to the rail when the modulation signal goes through zero.
