[sdiy] SSM2164 protection

I've never had a supply not come up, except for:

Capacitive loading crowbar on power-up (fixed with a delay)
Debugging where I slipped while probing and took out a fuse.

Normally, I don't think people need to worry about this assuming your 
power supplies don't crowbar.  I had two of my 8 cabinets repeatedly 
do it, and it was always the HAA15-0.8-A with ~14 or more modules and 
it was always the -15V that would crowbar.  I've never had a triple 
power supply crowbar although I tend to use the larger HCAA-60W-A 
which have 1A outputs for +/-15 volts.
