These have been around a while - they were a very nice improvement over 
PALs back about 10-15 years ago but the world has really moved on since 
they were introduced. One of the biggest problems you'd have if you 
wanted to use them is finding a compiler. Originally this meant buying 
something like CUPL or PALASM, but these days it appears that Atmel 
gives away a free version of WinCUPL that supports them. If you want a 
more standard HDL like Verilog or VHDL it appears you'll have to buy 
ProChip Designer - finding out the price is left as an exercise for the 
reader.
