Well the Mega 48/88/168 go up to 20Mhz. And besides, the AVRs can 
sometimes be overclocked. I had a 2313 run on an 45Meg external clock. 
(Though I didn't check all of the peripherals. And will probably not 
work over the entire Voltage and Temperature range. YMMV.)
