Sure it will if shilling is treated as the serious crime (theft) that it 
is.  Ebay should have a department for dealing with suspected shill 
bids.  If there is a suspected shill bid a person after attempting to 
contact that bidder should be able to submit the documentation of their 
attempted conversation.  .  You make an offer each time someone bids it 
up in response to your bid if they don't seem to have any credibility 
information on their profile (ie f/b, phone info etc) ...tell the person 
you might be having second thoughts and just ask if they'd consider 
buying it for the price they bid. lol.

Seriously there are creative ways to greatly reduce the outside shill 
bidding.  But this would keep EBAY from doing it on a consistent basis 
at least.  Tinfoil? Please. THink first..insult later/ OK?
