George Hearn has done this already. He built a 2040 clone, VCO, ADSR, and a
VCA already in very small and useable potted packages with surface mount
chips.

-- Well, I know it's a sin to mention this in the SDIY forum (heheh), but
-- I think a SMT discrete VCA could fit into a very tiny space. However,
-- I don't know whether or not a good quality quad discrete VCA could fit
-- into the space that a DIP16 would allow. A simple gilbert multiplier
-- definitely would, but that's quite simple.

-- Best,
