If you need a voltage of known high precision, then you need a precision 
diode
or other reference voltage of some kind.
That isn't what a power regulator is designed for.

Maybe a LM317 or similar will suffice in a particular application- but look 
at the specs,
and pay an extra 20c for a 'known' manufacturer.
