Simple:
1/ your market research shows how many units you expect to sell;
2/ you identify the critical/high-risk/unique components in your  
design (e.g. SSM2164);
3/ you buy enough of them at the time to meet your production run.

Get #1 wrong and you either buy too many or not enough.  Get #2 wrong  
and you're hosed, resorting to redesign, scouring the grey market, or  
EOLing that particular product.
