For a useful CAD program, I've started using QCAD from Ribbonsoft:

I'd tried a few different "Free" CAD programs before I found this one. The
trial mode is a little awkward, as it closes every 10 minutes, but it's
enough to see how useful a tool it is. There are versions for Windows, OSX
and Linux, as well as an Open Source version that is a little bit behind in
releases from the full version.

I liked it so much, I bought the full version, which is not too expensive at
24 Euros.

I've used it for panel and other mechanical designs to the level of
supplying drawings for a professional shop to manufacture panels for my E&MM
Spectrum synth.

I am sort of looking for a CAD program (mostly 2D for construction 
drawings of enclosures and random stuff that I might draw with a pencil 
and paper otherwise) that works on Mac OS (GNU/Linux would also be 
nice), but there doesn't seem to be such a thing.

For your list, I'd also recommend wxMaxima as a nice frontend to Maxima 
(especially for people like me who have trouble remembering all the 
commands) and of course vim (gvim, MacVim) and Emacs (XEmacs, Aquamacs) 
as editors of choice, as well as Qucs as a schematic capture and 
simulation package that works on Win32, Mac OS and GNU/Linux.
