Any small one or two person sheet metal place can do that for you, if they 
can be botheres.
I got stuff done by a couple of guys who do kitchen range hoods.
Get a quote - will vary from "go away" to $20 up to $200 depending where you 
go (really.)

I'm not a metalwork guy - but i do know
1. use a punch to make a dimple
2.drill a small hole
3.use a step bit
4. and PLENTY OF LUBE.
