If you can reformat your panel to 19 inches you can get the affordable 19 inch rack panels from Mouser or Digikey or where ever. Any cutting will probably cost you big time.
As for drilling, I'd love to hear the answer from experienced builders. I'm about to drill a panel with some 30 holes and I don't to screw it up.
