To build the Arm GCC tools for Mac, try http://www.arklyffe.com/main/2010/08/29/arm-gcc-toolchain-build/
There is also a MacPorts version which might be easier but might leave you trying to get the right versions of the various dependencies.
For JTAG, try OpenOCD on Mac, http://www.rau-deaver.org/MacOPENOCD.html
As to the efficiency of GCC's backend code emitter, one could always modify the bits of it to suit.
