I found some spray stuff at a hardware store that uses PA, but it is 
more expensive than Naval Jelly. I am now soaking a rusty panel in a tub 
with Naval Jelly that I tried to dilute. I mixed it well, but some of 
the goop stays goop. I'm hoping enough PA dissolved in the water and 
that it is strong enough. If not, I break down and buy spray stuff.

For light rust on tools, I love De-Oxit! Expensive, but totally worth 
it - way better than WD40 - especially for old switches and pots.
