One option for publishing circuit designs is the electro-music.com DIY forum.  Start one thread per circuit - you can attach schematic files and people can also discuss their experiences with builds.  If you put quite a few things up you can ask for a sticky thread to cross-link them all.  And if you really have a big collection of good stuff they will give you your own sub-forum.
