I think the arrow symbols are actually Less than and Greater Than symbols.
It appears that the font used for the code samples either didn't have a
proper character for these symbols or it was a cut and paste of a printout
which has required manual drawing of these symbols. This also fits with the
logic of the code.
For example, line 1440 of Figure 13-5 should read
1440 IF T1>=1 THEN T1=T1-1
I also spotted a bug in one of the code lines in Figure 13.7 which may also
explain these odd characters
1430 IF ABS(T(I)>A1 THEN LET A1=ABS(T(I))
The greater than symbol in this code is actually shown as 1/2 in my example
of the book (ISBN 0-8104-5773-3 from 1980).

Are the "arrow symbols" marks indicating that the code continues on a second
line? I've seen that done in some listings.
