I use OpenOffice and Inkscape.  OpenOffice Draw can export to SVG,  
and Inkscape installer includes a converter ("UniConverter") that  
will do SVG-to-HPGL.  Just remember to "convert to curves" any text  
you have - the converter doesn't yet understand fonts as it should.

Actually, scrub that.  Download Uniconverter directly, unless you  
need features in InkScape that Draw does not provide.
