Corel is the only one that does it well directly (not free).  The free way
that I know works is get inkscape, do what you need to do there (i.e. text
into outlines), save as an SVG file.  Get dia (http://live.gnome.org/Dia),
open the SVG there, and export as HPGL object.  Dia is similar to visio so
you can do everything there but a dedicated vector art program is a little
better suited.

I'm going nuts.  I can't believe Front Panel Express still only supports
these import formats.  I can get a file into pretty much any vector format
*except* these.  The only conversion apps I've found want $200 or so to do
the conversion which is way out of line.  Anyone know of a util or way to
convert from any other vector format to either PLT or HPGL?  Any help is as
always appreciated!  Thanks!
