I think it was Bob Pease who suggested testing power supplies by switching 
an attached load on & off
repeatedly and seeing whether any ringing occurred - and at what frequency.
Certainly, power supply instabilities can give rise to those 'impossible' 
problems - impossible to solve if
one makes the assumption that the rails are absolutely constant and of zero 
impedance.
