I have found that Bix stripper will remove conformal coating pretty
well.  Spray on, let penetrate for 30 seconds to a minute I think,
then scrub off using a stiff bristle brush (I use an acid brush
trimmed to about 1/8" from the ferrule).
However, Bix stripper is nasty, nasty, horrible stuff and I would be
hard pressed to say it was worth the effort.
Nowadays if I need to rework something that is under conformal coating
I'm tempted to try just burning through the stuff with my soldering
iron, as long as the pads underneath aren't too fragile.
