You might try http://www.electrorent.com or similar companies. They have
a ton of this stuff for sale or rental, but not cheap.  I used to use a
Tektronix Tek1240 Logic analyzer for HC11 development along with a
ROM/EPROM/FLASH monitor ("Micro11" you could probably google that).  If
memory serves I never had an ICE for it.  Contact me direct if you like.

There is also Noice for the HC11 too.
