Now I think about it, have you tried a diode to ground after the 78xx,
so that if the 79xx comes up first, it doesn't put a momentary negative 
voltage to the output of the 78xx? Because not every reg is designed to
handle a negative voltage at the output on power up.
(assuming this is a bipolar system, of course).

And assuming any minimum load specifications are met as well.
