Yes, if the seller is uninformed about the synth and can't tell you exactly what is wrong with it,  I'd be well prepared to test everything given these now go for the price of a small car.  Hopefully 
the seller has the patience to give you an hour to check it out, and then is willing to negotiate on price based on defects found.

The most obvious problems on a 2600 are scratchy/broken sliders and bad jacks.

The big expense items are the modules (often potted) that perform major functions (VCO, VCF, Balanced Mod, etc).  There are some people selling clones if you need them.

If a keyboard is involved it most likely will need new bushings.
